We already have this happening... and we "cap" them at 128k and then call and tell them "our service does not support this. if you continue, we will terminate your service". Most people are OK with that.
I'm not going to provide them a 2meg connection for them to use 24x7 for $49.95/month when it costs me $200 for that same bandwidth. I would rather lose those 10% causing the problem and keep the other 90% happy.
