Two solar panels were stolen from one of my towers two years ago and the police only wanted to take a report, when I reminded them that this was a public communications facility and thereby a federal offense, they said "I don't think the Internet is a public broadcast facility" but 'drove by' anyway. Never got a good answer and was never contacted by feds so my guess is no, but its just a guess.
