Seems to me I remember reading something in a trade magazine about a 1.5' antenna being approved for 18GHz, but why bother? Just go with the 2' and enjoy the additional fade margin.
If the distance of your path doesn't warrant 2' antennas at 18GHz then you should be looking at 23GHz, 38GHz or possibly even 60GHz for really short paths.
