I have no idea what the equipment is that they are using but it "may" be
possible to turn off the equipment at the end points and then "maybe", if
the equipment on the tower by chance has an activity light, to see if it's
passing traffic.  But it's all "ify".  

Is this company also providing the broadband access or are they using from
one of the customers end points?  If from the customer site, just turn off
the remote sites and see if the gateway is passing traffic maybe.  It's all
a maybe.

I really guess I did not make myself clear enough.

I - and the people asking - totally understand that they cannot use the
4.9 for anything other than public safety.

They were given the equipment for some PTP links
in exchange for providing the company free space on their
towers.  The company provided the equipment, set it up, and
is maintaining it.

The concern is - how does this technically unknowledgable
public safety group ensure that only their traffic is going out over
the 4.9 system.
