From someone I know who does SCADA for a living:

If I understand the scenario, then I would recommend wireless IO radios 
manufactured by Phoenix Contact.  

 

-They are small

-Easy to configure

-Reliable

 

 

I have them installed at several customer sites and have not had to 
follow up with any service calls whatsoever.  The only disadvantage is 
that they are a little pricey, but you get what you pay for.  I would 
strongly suggest protecting the transceiver from the power source and 
installing interposing relays on the I/O points.  A little bit of surge 
protection and isolation can save a lot of heart ache and money.
