Rumor has it (and this is strictly a rumor, even if it's from people closely connected to the process) that they may ask overlapping applicants to work together. In some cases they may ask the applicants to return in round 2 with a joint application. That would seem like an unlikely approach to me, but I was told yesterday this was under consideration. But, it's just a rumor, so who knows.
