Heh, this is one of the issues with this conversation.

Better from a BGP perspective is the more well connected upstream.

Better from a cost perspective is the less expensive.

In this case, the problem is that the better (BGP) provider is also the 
worse (cost) provider.

The question is then how to make the better (cost) provider a better 
(BGP) provider?
