Telcodata.us has some info such as CO information and who's in the COs. You can use the web interface or buy the whole database of them for a modest subscription. I don't know of any good information about wirecenter boundaries. I'd be interested as wirecenter boundaries would be good to target for wireless, as DSL is pretty spotty in such areas.
