This is only to the NTIA. The government agency that's handling a lot of the stimulus grants. How else will they be sure that an area doesn't already have coverage?
This is, in my not so humble opinion, a reasonable use for the data. It would have been better if the NTIA had asked the FCC if areas X,Y and Z already had coverage, but this is still OK.
