While to you it may not be immediately evident, the partners listed here paid at least $10k to be a partner. As such, they are the ones who are being pushed. This is the way it was done in KY. I noticed that WildBlue and Hughes was not listed for ConnectOhio, maybe that is because they too saw the scam in ConnectKY.
