Where I'm from the telco and cable co bring their service to the customer's house and then they continue down (or up if it's underground) the outside of the exterior wall down to a few feet above ground, and then put their grounding block or protector on the wall and run a ground wire down to a ground rod. From there the service continues on into the customer's house. Maybe that would be a good way to do it.
