Send an email to [email protected] and ask to be added to the mailing list.
The CPUC sent notifications to the utilities (cable and telco) primarily, but tried to scrape up a list of WISPs and other providers in the state. They new it wouldn't be 100%, but since we're not regulated there's really know way for them to know. We received the notification for the first round (last August) by snail mail 3 weeks before the deadline. Luckily it got pushed back a month or so. I'd say it would be worth making an attempt to respond.
