We used to use bungy cords and we switched 2 yrs ago to Hookem-Dano ladder
locks. They can be found at http://www.hookumdano.com/

That's exactly the problem...he wants a solution to that.

I know Dish/Direct/whoever have the vans with the ladder rack that slides
off/down a bit - perhaps find one of those on ebay?
