Well how else do you suggest they pay? I suppose you could generate chits on some PC and have them give cash in exchange for a chit. Our entire network (13 cities) is run as a giant hotspot and everyone pays monthly with their credit card. In areas where people don't have credit or debit cards, they go to Walmart and buy a prepaid Visa. I would not do it any other way!
