I'd look at Imagestream or Vyatta. Cisco, like you say is pretty high priced (You'd probably want a ASR1K). I love my Foundry routers, but they don't do services (Great at moving packets though) i would look to a CER from Foundry, but price will still be higher than you may want, think 10k.
