Licensed frequencies are usually paired, allowing simultaneous 
transmission in both directions, and thus don't have turnaround 
latency and overhead (guard intervals) of half-duplex systems (most 
unlicensed ones).  This also allows them to send timed streams, 
supporting applications such as telephone trunks.
