I don't know the system very well -- I advise checking with a specialist, since it has some pretty strange policies -- but it probably matters who owns the fiber. It used to be that only carrier-provided "services" were eligible, other than on-premise stuff (a different pool of money available some but not all years). Now, government-owned dark fiber is eligible, though there are bidding rules.
