WISPA General List is actually a Global List.
It would go a long ways for relevant folks to reply back to you if you at least share what part of the world ? / State or City if in the US.

My personal reaction after reading the first two paragraphs was to suggest that you should consider some other business other than being a WISP.

However after reading the last two paragraphs, it sounds like you may be the Business / Funding guy, looking for a Technical Partner to build a business together.

The only reason I am saying this is because this is a tough business to be in if you are not going to roll up your sleeves and get your hands dirty.
