Sorry I was thinking vmailmgr, not vpopmail. Simply change the .qmail-default file where it calls vdelivermail to tell it to delete mail to non-existent users. If you have the chkuser patch installed in qmail-smtpd you can enable SMTP conversation level checking of users.
