The auctioning of SOME of the TVWS was set in stone by the FCC broadband plan and I by legislative mandate. There was a push by House Republicans to sell off ALL the TVWS to the highest bidders, leaving ZERO for unlicensed use. The Democratic controlled Senate prevailed and held strong to allowing a mix of incentive auctioned and unlicensed use of the TVWS. Having some beats having none. Scriv
