The suspension letter was posted on the ntia web site. However, that site is not very reliable, and doesn't seem to be up now. A copy was downloaded by the lawyer who has been leading the opposition to ENA (I've been helping him out a bit myself) and he sent it to me. ENA's grant was suspended on (theoretically) environmental grounds. By not building where they had originally proposed, and by not doing full environmental review of the actual revised routes that they were building, they were in violation of the grant. So they are frozen. They can get permission to start building again if they can complete the various requirements (quite a few, actually) that they are not in compliance with. Of course the easiest way to do that would be to go back to the originally-approved plan.
