When we had the same situation where we needed to mount a 5.8 omni and a 18" 
dia radome to the top of a water tower without a handrail we ended up using 
epoxy. After research, we ended up using Prime Resins Prime Gel 2500, and a 
standard 5' tripod and 10' mast that we use at client locations. This epoxy was 
chosen as we needed to have this cure in the middle of a Wisconsin winter. It 
cures quickly, met our temperature ranges, and had the required tensile/bonding 
PSI to metal to hold the tripod in place, and given the use case is what prime 
resins suggested. 

It comes in two tubes, and it's critical that the formula mixes well during 
dispensing or you won't get the bonding strength you need. The first foot we 
put on didn't have a good mix, and the epoxy failed. However, the epoxy was 
strong enough that with the other two feet (about 5"x2") still secured the 
tripod was staying in place and we only noticed the issue when we went up to do 
some inspection. (We had the tripod secured in place with fall arrest steel 
wiring to the ladder structure on the outside of the tank, in case of complete 
failure. Repair was simply sanding the metal clean and reepoxying. 

We had to order a case of the stuff, as it wasn't sold in single units, and it 
still came out cheaper than any of the magnetic mounts we were looking at. This 
was a few years back, though, so it's possible the situation has changed. 

The only modification to the tower required is stripping of the paint in the 
mounting area, and it needs to be repainted. As there's no heat as in welding, 
however, you don't risk any damage to the interior lining.
