You can do it in MikroTik fairly easily. There Is a way to limit connections per subnet, if you limit /32 it will set a limit of x connections for every IP address going through the router. It's hard to say an exact number of connections, it depends what people are doing. For most residential, ~200 connections should be lots. Businesses, depending on the number of users, could be more.

They can be used for legitimate uses, such as Linux distros. One way you can cut down on torrent traffic is to limit the number of connections to clients. That will drastically cut down on the number of torrent connections someone can open, slowing down torrent downloads drastically.
