this proves the FCC needs to do a better job. this would be like a commodity market for BLM grazing rights for sheep and cattle. We all own the spectrum, if the FCC has issued you a license for an area then you should have to use it or loose it. I certainly don't think you should be able to sell it on a commodity market.
