If it is the same as with us, it is because the air has *less* moisture in it overall. Most of our links are within sight of water.
For a snowflake to form you need six water molecules - that is what gives the shape to each snowflake - and they continue to form as they go. On a really crisp, clear day the air is incredibly dry such that the links are just perfect.
