No, you would need a BSS(*) for that, however SigScale OCS does expose a Balance TopUp API. In fact it has an "API first" design which supports the TM Forum Open APIs for all operations. So you would handle your customer interactions for provisioning and payments in another system and use our REST API to top up balances when payments were made.
