Most all types of streaming IP video are a compromise. The frame rate and quality is normally not nearly as good as NTSC analog. For a portable setup you'll likely need to assemble your own, or hook up a battery to a 802.11b camera.
BTW, 1.2 GHz is not legal for use in the US except for Part 97 Amateur Radio.
