I can't think of a way to do this without writing custom firmware that
ignores the protocol and just transmits a continuous stream of
packets.

Can you make do with the signal generated during a long file transfer?
The card will switch between transmit and receive but will be in
transmit most of the time. If this is OK, setup a network with a
single station and an AP (or two stations in ad-hoc mode) and transfer
a long file between them.
