I tried to reproduce this bug but could not using Wireshark SVN 23434
w/GTK+2.12.1. Monitors were positioned as follows:

Initially in the above configuration, Wireshark opened split across the 2
monitors, but moving onto one or the other and restarting it (with "save window
position" preference set), opened it cleanly where and as expected (and not
maximized). I tried several other monitor configurations (such as 2 directly
above 1, 2 to the left of 1, ...) but all configurations worked OK for me.
I suggest closing this bug.
