Oh that option should certainly not be enabled, maybe we should print some
expert info when this condition is enabled. Or maybe just remove it, it can
only ever work for block ciphers and will break with any cipher that uses a
counter (AEAD cipher suites in TLS 1.2 and all ciphers in 1.3).
Do you remember the reason for enabling this preference?
