For a smaller device the (chunked) HTML version would be more useful, since the
redering is adapted to the screen size by the browser
(https://www.wireshark.org/docs/wsug_html_chunked/). This has a table of
contents at the start.
Furthermore, when reading the PDF version on my iDevice, in iBooks, there's a
perfectly usable table of contents from the menu, based on the metadata in the
PDF.
