As part of the Gerrit+Bugzilla+Moin to GitLab migration we need to ensure that
merge request builds are run, similar to the current Petri Dish builds. Work is
underway to do so at
https://code.wireshark.org/review/c/38194/
however, Windows builds are currently broken:
