There is a known issue with WinPcap that happens on several Windows8+ machines,
and that stalls dumpcap process (preventing it from being killed).
Unfortunately WinPcap is no longer maintained.
As discussed on the old ask website (it looks like those threads were not
imported in the new one as I cannot find them), most people solved this by
using Npcap instead (https://www.npcap.org).
Ensure to properly uninstall WinPcap before installing Npcap. Note that
Wireshark favors WinPcap over Npcap. You can check which driver is used in the
about info.
