Packet 239's last segment (frame 235) arrived 52.925ms before packet 239. This
difference is smaller than iRTT 167.556ms and as the other conditions are also
satisfied, it is marked as OoO:

(TCP segment from frame 239 was expected between frame 183 and 185.)

Based on the timing difference between 185 and 239 (295.798ms), it should be
considered as retransmission. But for calculating OoO, it does not use the time
of the next expected segment (packet 185), but the latest TCP segment that was
received (with the largest seqno).

Tracking the time for each individual segment will increase memory consumption,
