Windows has an incredibly low limit on the number of process arguments size.
Not sure if there is a workaround for this without moving to passing command
line arguments via a (temporary) file or stdin.

Using a temporary file or stdin would have the additional benefit that settings
like passwords are not immediately visible in the process list.
