In TS 24.380, the 3GPP forum standardized Floor-Control messages exchange for
Mission Critical Push-To-talk (AKA MCPTT) using the RTCP protocol as an "App"
based carrier for Floor-Control signaling.
The standard defines the different messages and states between Client and
Server.
