The Windows Petri dish buildbot doesn't try to build installers, so it doesn't
test whether a change breaks the installer build.
That means that this change:
https://code.wireshark.org/review/c/31497/
passed the Petri dish build but broke the main build.
The Ubuntu build does a Debian package build; we might want to try doing NSIS
and WiX builds on the Windows build.
