*just overhauled* being 5 years ago.  In any case, the patch is for the GTK+
UI, which is no longer supported, and as Michael mentioned, the patch
submission process has changed.  See:
https://wiki.wireshark.org/Development/SubmittingPatches for the latest
guidelines.

If a future patch is made for the Qt UI and submitted through gerrit, then the
bug can be reopened, although strictly speaking it's not necessary to open a
bug report when a patch is submitted.  In this case, it might be appropriate
though as there are sample captures attached to this bug report that might be
used for testing ... if they're still applicable that is.  Just be sure to
update the relevant information such as version and component.
