WIP:ieee80211: HotSpot 2.0 fixes.
This bring the IEEE802.11 dissector further into conformance with the
HS2.0 spec.
I have concerns at how complex the handling of
dissect_advertisement_protocol_common has become.
I also have some bugs reported by the WFA to deal with.
