It's an expected behavior. I think that the 3G adapter (being it managed by the npf.sys driver or by netmon, I don't know), disappear, and this gets propagated all the way up to PacketReceivePacket, that fails because the adapter is no longer available. I don't know exactly what happens if you hibernate while capturing on an ethernet card, I think PacketReceivePacket won't fail.
