Hi Abhik and JC,
    Thank you very much for your suggestions. I installed flex again and 
updated the cygwin and it did help to some extent as the command ran for 20 
more minutes. But then the CreateProcessA 
failed, 
errno 
13 occured again :( 
    In fact my cygwin also causing the same error when I am starting the bash. 
I googled a lot but could not find a solution for it. The only solution seems 
to be that I need to reinstall cygwin. I removed all the contents, installed 
and tried to run cygwin again. Only the first time that cywin runs with out 
causing the bash error. when I close and run it next time, the error starts  
appearing. Any suggestions?
