Wireshark is, as noted, not one of those projects; it comes with UN*X-style automake/autoconf stuff, for use on UN*X-style systems, *AND* with nmake files, for use on Windows with MSVC++. I cannot guarantee that the configure script will work correctly on Windows with any environment - for one thing, I don't know whether it'd find WinPcap.
