No, we should add something like SVN 28664, which, after it finds pcap- 
config, checks whether it's broken and, if so, pretends it doesn't  
exist.  Seems to work both with a broken pcap-config and a fixed pcap- 
config.

Gerald, could you propagate 28664 to the 1.2 branch?
