I recently came across a lightweight peer code review tool called Code
Collaborator from SmartBear Software. See http://smartbear.com/codecollab.php.

While the product seems like it would be very beneficial, the cost of the tool
will almost certainly prohibit its use here at my company. However, while
reading this page, http://smartbear.com/codecollab-buy.php, something caught my
eye:
FREE for Open Source Projects!

All Smart Bear products are FREE for open source projects! Contact
us<http://smartbear.com/about-contact.php> for details.
So, I don't know if this tool interests the Wireshark community or not. Surely
it would require some learning curve, but I think it might have the potential
to help core developers more effectively review submitted patches. I don't
know how many other open source projects are using it, if any, nor how
successful they might be in using it. Anyway, I'm just passing on the
information in case there's any interest.

P.S. I am not affiliated with SmartBear Software in any way.
