(Speaking as only one of the core developers...) To me, it's not so much an issue of waiting for a decision to be made as it is an issue of waiting for someone to write code. I'm not opposed to including some form of packet editing into Wireshark -- quite a few people request this feature after all. I think the best approach would be for someone to write a proof of concept - either an extension to Wireshark or editcap or another tool that is closely tied to Wireshark's functionality and share it with others for comments.
