Does this mean that the tarball generated by "make dist" includes a configure 
script and a Makefile.in that will generate a Makefile that uses no GNU make 
extensions?

If not, that's a bug - release tarballs should be usable by people who don't 
care about modifying Wireshark and only care about being able to build it on a 
platform for which no binary packages are available, and should require a 
minimum of extra tools to be installed.  It shouldn't require GNU make, for 
example.
