Now that we're actually using the "time units per second" value for the interface when writing a pcap-NG file (so that if we've read or are reading a pcap-NG file and it has interfaces with a resolution other than 1 microsecond, we write out packets from that interface with correct time stamps), we have to set it correctly if we're supplying a fake interface to the dumper (as happens if, for example, the input file isn't pcap-NG and the output file is).
