You don't need to open a Bugzilla ticket strictly for an enhancement. However you may want to open a Bugzilla ticket to supply a capture that exercises a dissector enhancement (for fuzzbot and regression testing) if one hasn't already been provided. You can then reference the Gerrit link in the bug itself.
