Yes ASN.1 based dissectors are not automatically regenerated.

cd asn1\lte-rrc
msbuild /m /p:Configuration=RelWithDebInfo
generate_dissector-lte-rrc.vcxproj
cd ..\..
msbuild /m /p:Configuration=RelWithDebInfo Wireshark.sln
