That page displays README.md, which says

        Flathub is the central place for building and hosting Flatpak builds.

and says nothing about Windows or Wine.

which isn't Flathub or Flatpak, it's a project to package Windows applications 
to run on Linux with Wine as Flatpak packages.

So, no, Flatpak isn't for Windows applications, it's for applications packaged 
for Linux.  *Wine*pak is for using Flatpak to package up Windows applications 
to run with Wine on Linux.
